BACKGROUND

Selliah Varatharajan is an Associate Member of the Institute for the Management of Information Systems(IMIS), U.K. and a finalist of the Chartered Institute of Management Accountants(CIMA), U.K. He has also been a member of the IEEE Computer Society since 1997. He serves as an ex-officio member of the Board of Management(BOM), Management Committee and the Finance Committee of the Centre (ICES). Further he has been involved with HURIDOCS, a Geneva based NGO in training programmes on Documenting Human Rights Violation and Data Analysis since 1993. He counts over 25 years of experience in Finance, Management and IT.

As the Chief Finance Officer of the Centre he has been responsible for Planning, Controlling and Managing the funds of the Centre. He is also responsible for developing and implementing appropriate accounting systems to monitor and control all financial operations of the Centre and its projects since 1989.

In addition, he has been the Chief Information system Officer (CIO) and has developed and implemented appropriate information strategy for the Centre. He works as the Network Administrator as well as the Web Master and maintains over 35 workstations running on Windows NT Server environment with Web Server(ISA), Mail Server and a Database server. He has designed and developed Centre's website www.icescolombo.org and several other project based sites along with Infolume(pvt) Ltd.. His responsiblities include selection and implemention of appropriate information systems, management of information and Communication system resources and technology at Centre. He is currently involved in upgrading the Intranet facilities with a plan to implement a knowledge Management System which will include the Accounting function, Management Information System, Project Monitoring System, Library Collection as well as various Administrative Control Systems.

He has served as System Analyst and a member of the Steering Committee in a regional database project on Development Information Network for South Asia(DEVINSA) in his previous employment.

 

PROFESSIONAL TRAINING AND ASSIGNMENTS:
Overseas Assignments:
As a Resource person he has conducted the following training programmes and Assignments for Human Rights Information and Documentation Systems, International(HURIDOCS), Geneva.
  • A Need Assessment Mission to Orissa, India for a Training Programme on Documenting Human Rights Violations and Data Analysis in the Context of Development Projects.
  • A two weeks National Training course on Documenting Human Rights Violation for NGOs in Pakistan organised by the Voice Against Torture(VAT) in Islamabad during April 1996.
  • A two weeks Regional Training course for NGOs on Documenting Human Rights Violations and Data Analysis organised by the Asian Research Centre for Migration(ARCM) at Chulalongkorn University, Bangkok, Thailand during March 1996.
  • A two weeks Regional Training course for Asian NGOs on Documenting Human Rights Violation and Data Analysis organised by the Institute for Human Rights, Environment and Development (INHURED), Nepal and the American Association for the Advancement of Science(AAAS), USA in Kathmandu, Nepal during April 1995.

He conducted a two weeks National Training course on Accounting theory and Practice for 32 participants from 15 Khmer NGOs and Government Institutions organised by the Cambodian Institute of Human Rights(CIHR) and Asia Foundation in Phnom Penh, Cambodia during October 1993.

 

Overseas Training & Workshops attended:
  • Visited leading Market Research and Opinion Poll Surveying institutions such as GALLUP, OPINION A/S, Nielsen Marketing Research and the Institute of Social Studies in Norway on a training programme sponsored by Norwegian Agency for Development Cooperation (NORAD) in November 1989.
  • Attended the 1st training workshop conducted for Network members of the Asia-Pacific Communications Network held at the Asian Media Information & Communication Centre(AMIC) in Singapore in August 1991.
  • Attended a two weeks advanced training on a database management software called CDS/ISIS at the Asian Institute of Technology, Bangkok in May 1993.
  • Elected as a trainer for Asia and local contact person for HURIDOCS standard format for Information Exchange on Human Rights Violations at the Asian Regional Meeting held at University of Hong Kong during September 1993.
  • Participated at the International HURIDOCS Training Services Workshop on Towards More Effective Human Rights Information Handling held in Pattaya, Bangkok during October 1994.
  • Participated at the Planning Meeting of the Asia-Pacific Human Rights Electronic Information Network organised by Murdoch University, Australia in Bangkok during November 1997.
